Winters Healthcare Foundation, (WHF) is a non-profit Federally Qualified Health Center (FQHC) that values individuals who are dedicated and innovative. We operate a primary care medical office that provides healthcare to individuals of all ages, from prenatal care to elder care. In addition to the medical office we have a fully staffed dental office, a behavioral health program and an extensive outreach and education program. We are a small organization with approximately 35 staff members and we treasure and nurture the relationships between our patients and providers. At WHF we believe in “whole person” care. Location
Winters, CA is located at the base of the Vaca Mountains in Northern California. The town of Wintersis a small farming town, home to unique shops, restaurants and galleries. Winters’ location offers its residents a host of amenities, recreation activities, and world-class cultural offerings just minutes away. Both the San Franciscobay area and the SierraMountainsare an easy day trip.

1. Physician/ Medical Director
Position Description:
The Physician/Medical Director of the Winters Healthcare Clinic participates in all facets of the delivery of family medical care services. He/She is responsible for assuring the quality, continuity and appropriateness of services provided by the center and for the overall direction and supervision of clinical services. In addition to working in direct practice the Physician/Medical Director provides professional guidance to the entire patient care team. He/She collaborates with the Executive Director, CFO, and the Winters Healthcare Foundation, Inc. Board of Directors on the administrative operations of the center including medical, prenatal, behavioral health and dental services. The Physician/Medical Director should have knowledge of CHC Medical Director administrative functions, experience in personnel management, and a strong desire to work as a team with both line staff and executive staff. He/She will be on site 5 days per week with a minimum of 40% clinical time and 40% administrative time. The Physician/Medical Director’s performance is reviewed for compliance to policies, procedures, and practices related to the delivery of primary health care. The Physician/Medical Director reports directly to the Executive Director.
Responsibilities and Duties:
- Provides clinical guidance for the primary care, behavioral health, and prenatal staff at the
- Provides total patient care including prevention, health maintenance, early diagnosis, treatment and follow-up services to patients under his/her care in a cost effective and efficient manner.
- Documents clinical observations in patient medical records. Provides first aid/emergency care as appropriate. Manages and oversees all medical, pediatric, and obstetrical/gynecological categories for cases that do not require referral.
- Adheres to industry standards of practice in the delivery of primary health care services.
- Identifies risk management issues and brings these to the attention of the Executive Director immediately.
- Directly supervises and provides executive leadership to staff physicians, mid-level practitioners, medical assistants, and front office staff with respect to services and medical care, interaction with patients and handling patient complaints, working hours, leave time, and other supervisory issues including terminations.
- Participates in the interview/hiring process, completes annual reviews, evaluates and trains staff for EHR proficiency,
- Develops provider schedules to ensure optimal patient access. including scheduling equitable after hours call coverage.
- Responsible for determining provider privileges, coordinating the peer review of medical and dental staff. When appropriate, advises providers on factors that affect clinical decision-making.
- Works closely with the Credentialing Committee chairperson and provides oversight of the credentialing processes including providing feedback on the licensing and credentialing process.
- Ensures that all current regulatory issues are understood and processed.
- Addresses staffing issues with regard to clinical performance.
- Addresses clinical issues with regard to patient satisfaction and program development.
- Provides guidance to the Clinic Manager on all clinical issues.
- Conducts chart reviews to ensure compliance with established protocols and to evaluate provider competency.
- Carries out duties in accordance with the Winters Healthcare Foundation Policies and Procedures.
- Reviews and analyzes clinic data and develops systems and processes to ensure benchmarks are attained.
- Represents WHF at RCHC, PHP, Rural Roundtable etc.
- May be asked to contribute or write clinical sections of grant applications or reports.
- Performs other duties as assigned.

Knowledge, Skills, and Abilities:
- Knowledge of CHC Medical Director administrative functions, experience in personnel management.
- Ability to communicate, motivate, educate, and work effectively with staff that have varied backgrounds and training.
- Ability to accomplish the quality and quantity of work expected within set limits of cost and time.
- Ability to plan his/her own work and carry out assignments effectively.
- Ability to communicate with the clinic team effectively both orally and in writing to work out solutions to work related problems/clinic issues.
- Ability to assess quality in patient care and develop improvements and/or design new work methods and procedures accordingly.
- Ability to establish rapport and gain the confidence of others including members of the primary care team, associates, patients, and members of the community.
- Ability to maintain patient medical records.
Preferred Bilingual Spanish/English
Qualifications:
- Completion of an accredited medical school, internship, and completion of the certification examination by the medical board of examiners.
- Board certified or eligible in family practice or internal medicine. If Board eligible, must be certified within six months from the date of hire.
- Current medication dispensing license (DEA).
- Experience and training must have been progressive and responsible, demonstrating good knowledge of current principles, practices, methods, and techniques in the field of medicine.
- Experience in an outpatient family medical clinic including pediatrics, obstetrical/gynecological, medical care, and non-emergency care. Authoritative knowledge of the principles, practice, and techniques in the physician’s specialty
- You must be able to relate well to patients from a variety of ethnic, economic, cultural, and educational backgrounds.***
- Must have updated Immunization (IZ) record. Must have a Tuberculosis (TB) skin test upon employment and employee health profile updated on an annual basis.
- Current BLS/ACLS Certification or must obtain a CPR Certificate within ninety (90) days of employment and maintain a valid card during employment.
Salary DOE
Work Environment: Standard medical office environment. Office hours are M and Friday 8-5, T/W/Th 8-8.
